SYSTEMS OF THOUGHT · CONTENT GOVERNANCE MODEL · TCF v1.7.5
The Tiered
Content Framework
THE ONE RULE
Govern meaning at the lowest tier possible. Escalate only when structural impact demands it.
Atomic Design, extended into the content layer. Seven tiers, three cross-cutting dimensions, one propagation logic from the smallest constraint to the whole presence.

T0
Quarks
The conditions under which content is valid.
ATOMIC DESIGN ≈ Tokens
T1
Particles
A single fact with a job.
ATOMIC DESIGN ≈ Atoms
T2
Clusters
Facts assembled into a meaningful semantic object.
ATOMIC DESIGN ≈ Molecules
T3
Zones
A context container, governed by user intent.
ATOMIC DESIGN ≈ Organisms
T4
Structures
The endpoint composition a user encounters.
ATOMIC DESIGN ≈ Templates / Pages
+ EMERGENT ACCESSIBILITY CHECKS
T5
Ecosystems
Structures unified by domain, journey, or brand.
ATOMIC DESIGN ≈ Pattern library
T6
Biomes
An organization's complete content presence.
ATOMIC DESIGN ≈ Beyond Atomic Design
EPISTEMIC STATUS
The weakest-status rule
A Cluster is only as verified as its least-verified Particle. Status inherits upward, and an expired window falls back to unverified.
UNVERIFIED→INFERRED→TIME-SENSITIVE→CONFIRMED
ACCESSIBILITY
Floor plus emergent
A Structure conforms only if every child conforms and the checks that exist only at assembly pass: heading outline, focus order, reflow.
PARTICLE PASS ≠ STRUCTURE PASS
SEAM STACK LOCATOR
The Governance layer
The TCF governs meaning. Storage, transition discipline, and evidentiary durability are peer layers it composes with.
